Is your snoring causing serious health problems?

Dr Elaine Ng of SMILEFOCUS explains what obstructive sleep apnoea is and how it can prevent you – and your loved one – from getting a good night’s rest.

It’s common to snore when you’re extremely tired or had one too many glasses of red wine. However, chronic snoring can be a sign of a more serious health problem such as obstructive sleep apnoea (OSA). In Greek apnoea means “without breath”, this condition causes you to stop breathing for short intervals – 10 seconds or longer – throughout the night. This can happen between 20 to 30 times or more every hour, all night long. When you stop breathing, the oxygen levels in your blood drop and the carbon dioxide levels rise.
Research has shown one in every three heavy snorers, including children, experience severe sleep apnoea. OSA sufferers may not be aware of their condition so look out for the following symptoms:
• Extreme fatigue, leading to daytime sleepiness, poor concentration or
memory loss.
• Morning headaches
• Gasping during sleep
Many OSA sufferers actually think they’ve slept well all night and remain oblivious to their interrupted sleep. Their partners however may beg to differ. They usually sleep an average of two hours less than those whose partners don’t snore. Side effects of OSA can include high blood pressure, impotence, depression and irritability, all leading to a reduced quality of life.
Dental Sleep Medicine focuses on the management of sleep-related breathing disorders through the use of oral appliance therapy. A full diagnosis requires an overnight stay in a sleep laboratory. However, it’s also possible to screen for this condition at home. You’ll have to wear a device for one night only, which will record and analyse the data generated by your breathing and air flow. This portable device has been proven to be as effective as the screening methods in the sleep laboratory. If a form of sleep apnoea is indicated, you should discuss with your dentist appropriate treatments and further referral to a sleep physician if necessary. Dentists trained in oral appliance therapy work closely with sleep physicians in the diagnosis, treatment and ongoing care for sleep-related breathing disorders.
Oral appliance therapy usually helps combat moderate to mild sleep apnoea and sleep-related breathing disorders. This appliance is worn in your mouth while you sleep and fits like a sports mouth guard or orthodontic retainer, preventing the airway from collapsing by either holding the tongue or supporting the jaw in a forward position. This minimises or eliminates the symptoms of sleep apnoea. An oral appliance is inexpensive and easy to use, so if you do have a snoring problem, discuss this with your dentist during your next routine checkup. It just may be what you need to get the best night’s sleep you’ve ever had!

Protect yourself against family violence

Family violence can be a precursor to divorce proceedings says Lawyer-mediator RAJAN CHETTIAR, who advises how to seek protection before the situation gets out of hand.

The breakdown of a marriage can manifest itself in physical and verbal abuse by one estranged spouse against the other. If you fear for your safety you can consider filing for a Personal Protection Order (PPO) in a Family Court which protects the affected party and their children from a violent spouse. Once filed, the Order is served on the perpetrator – in this case the estranged spouse – and both of you are expected to attend the first court hearing or Mention. During the Mention, Family Court counsellors help you both reach a resolution on the matter.
Should a resolution not be met during the counselling session, you’ll both have to go to trial. As an applicant you must prove family violence has been committed or is likely to be committed against you and a PPO is necessary for protection. Family violence can be defined as putting a family member in fear of danger, causing hurt, wrongfully being confined against their will or continuous harassment causing anguish.
So when does verbal abuse or emotional harassment amount to family violence? I once represented a client whose wife accused him of inflicting family violence on her because he sent her about 10 text messages over a few days. The Court decided it wasn’t emotional harassment because their mode of communication was text messaging and occasional quarrels don’t justify the filing of a PPO. More often than not, a PPO application is used as a weapon by one party against the other, such as when faced with child access issues. Ask yourself the following before lodging a PPO application:
• What are the underlying problems? Will a PPO resolve it?
• Can I solve the problem instead of filing for a PPO?
• Was this a one-off incident aggravated by marital conflicts?
• Do I really need protection?
• How will it affect my estranged spouses’ future relationship with me and the children?
• Will filing a PPO aggravate the divorce proceedings?
• What’s the cost of a PPO trial in terms of time, money and emotions?

Before applying for a PPO…
Cool down and carefully consider your options.
Explore other options such as moving out of the matrimonial home or not communicating with your estranged spouse.
Seek counselling or private mediation. Although in Singapore’s Family Court, mediation services aren’t available for a PPO application.

The tax implications of moving back into your previously rented home

Australian property tax and expatriate tax expert STEVE DOUGLAS advises on
the tax implications of moving back into a property you previously rented to a
third party.

Q I’ve been renting out my house in Australia but plan to move back in shortly. Can I claim any maintenance expenses before that?

A When you rent out a property in Australia, all expenses incurred in keeping it in a tenantable condition are considered an expense which can be claimed either in full as general maintenance or as a progressive depreciation claim for more substantial items such as stoves and carpets.
If you intend to move back into the property, you can claim all expenses incurred in bringing the property back to a satisfactory condition at the end of the rental period. This includes painting, garden maintenance and general repairs. If possible, initiate all repairs before moving back into the property or within a reasonable period to claim the expenses in full.
The length of your ownership may have a bearing on the amount you can claim. For example, if you recently acquired the property and have rented it for only six months, the total tax deduction may be reduced if it appears the property is being improved substantially from the time it was acquired rather than being maintained over the course of the short rental period. The longer the rental period, the more likely full maintenance expenses will be allowed when the rental period comes to an end.
Expenses to improve the nature of the property – new carpets, kitchen equipment or any structural improvements – aren’t usually considered an expense but allowed as a partial annual write off if there’s rental income. So if the rental ceases so does the tax deduction entitlement, as these items will provide benefit to the owner-occupier in the future. This may allow you to claim any residual amount on old items you replaced, such as a stove. Any unclaimed depreciation will be allowed as a full write off in the year the item was replaced and could amount to a reasonable tax offset in the final year of rental depending on how old the item was. If the items were recently replaced, then only the depreciation allowance for the rental period will be allowed. But this will cease to be a deduction once the property is no longer rented. You’ll also not be able to write off any remaining value unless the item is replaced and scrapped.
I’m often asked if it’s worth doing major repairs prior to moving in. Generally speaking the depreciation write off is not sufficient to warrant the fact that you may prefer to be the first user of the item rather than the tenant. If you have substantial expenses to be incurred during the changeover it’s wise to seek professional advice on the various expenses to determine the tax deduction available to you, prior to the expense being incurred.
